Q: What kind of lightbulb does this use? Can I use an energy efficient light bulb?

No. It takes 4 G9 halogen lights and they are tiny.

Q: Is this chandelier a semi flush? How high is the overal fixture including the rod at the top?

The base fits flush to the ceiling. But the shade which is what you are looking at; does not. The shade allows about 1/2" gap between it and the ceiling. The gap and the effects of the prisms causes it to project light rays across the ceiling. Its very dramatic. There is no rod. The shade makes it look like one. I will tell you that the installation was very difficult. The instructions were minimal and very unclear. Make sure you identify which ones are the shade screws and attach them 1st before mounting the light to the ceiling. Beautiful light. The shade is made of black string.

Gives off really good light. It's a great chandelier

Q: Did you completely assemble the shade and crystals before hanging?

No, you really shouldn't; they'll clang together as you're trying to hang it and just get in the way. I did however, assemble the crystals with the "key rings" that allows them to hang from the chrome plate before we put the light up.
