Any ideas for handlebar stabilization or tool tray?

I had a 3/16 steel rod in garage so I bent it like this and wrapped the ends and middle with electrical tape.http://www.modernbike.com/images/Product_Images/main_IG2126177355.jpgIt was free and it works for all my bikes.Since the stand is portable I just set it up next to the bench so I have not needed a tool tray.

What is the diameter of the tube? I have tool tray that fits 1.25 inch tube, will it work?

The ruler on my adjustable wrench says that the outside diameter is 1.5 inches.
