what is the weight limit

Over 90 pounds with a chest size up to 52 inches, which would mean a very large person. As far as I know they don't specify a maximum weight. If you are worried, find one that does.

Could a 260 lb woman wear this?

If a 300 lbs. man can... I'm sure a 260 lbs. woman will be no issue.

how big is this, l-xl ?

Very universal/adjustable. It would work for l-xl woman, for sure. Xl man, too, I believe

Is it approved by the US coast Guard

Yes, it is Coast Guard approved.
